Public Works based on the newly agreed upon Administrative Regions.
Such areas could be based on biogeographical concepts such as the Wallace line in Indonesia.
Alfred Russel Wallace, in The Malay Archipelago, wrote about a drastic variance in species which was later attributed to plate tectonics and supercontinent shape formation/deformation. If we follow the layout of the land, we can dedicate our civil engineers to building infrastructure based on the environment's natural tendencies.

This matter requires attention from folks who are knowledgeable in civil engineering, city planning, farming, chemical plants, policy, and so on.
